You should be able to. It says any unit that charged OR has models within 1" can be chosen to fight which includes pile in and consolidation moves.

 

 

 

1. Choose Unit to Fight With
Any unit that charged or has models within 1" of an
enemy unit can be chosen to fight in the Fight phase.

This includes all units, not just those controlled by the
player whose turn it is. All units that charged this turn
fight first. The player whose turn it is picks the order
in which these units fight. After all charging units have
fought, the players alternate choosing eligible units to
fight with (starting with the player whose turn it is) until
all eligible units on both sides have fought once each. No
unit can be selected to fightmore than once in each Fight
phase. If one player runs out of eligible units, the other
player completes all of their remaining fights, one unit
after another. A fight is resolved in the following steps:

Yes, 100% all chargers can pile in 3" towards the closest and then consolidate 3" towards the closest when there are no survivors around.

 

What I want to know is abilities that allow you to "fight as if it were the Fight Phase" can these be applied to models that aren't within 1" of an enemy. Like on a Captain that is slain and he is 3.5" away from an enemy unit, can you pop Only in Death Does Duty End and have him "fight as if it were the fight phase" and have him pile into that enemy unit and then fight it?

Well you can use it on such a Captain but whether he can do his pile in move depends on whether he charged or not. If it's the second round of combat or he got charged or used heroic intervention (which is no charge) he shouldn't be able to do a pile in move without an enemy within 1" since you aren't allowed to activate him in the fight phase.

I'd concur - fight as if it's the fight phase abilities don't override the rest of the fight phase requirements, only that you get to do it out of sequence and/or that you can only be picked once. 

 

There's a bit in the main rulebook faq:

 

 

Q: If a rule states that you can choose a unit to ‘fight again’, what does this mean exactly?

A: Repeat the entire Fight phase for that unit – i.e., choose to fight with the unit, pile in with that unit, choose its target, choose its melee weapon, resolve its close combat attacks, then consolidate with it.

 

So in your specific example, the captain who dies 3" away from the enemy would have to have successfully charged earlier in the same turn to be able to be chosen to fight - given he's not within 1". So if he gets shot to death in their turn, I'd say you could spend the CP to trigger Only in Death given he has just died; but he'd immediately fail at the 'choose to fight with the unit' requirements and end his fight phase without doing anything.
