Because I've aware of hot and cold foil stamping, but the techniques used there require an extroverted extension of the stamp, not an inverted one like the wax stamps, because that's what it looks like has happened here. But I can't see how you can do it here. Unless they just got some gold gloss paint and carefully painted it on the red wax.
