The fact that it gives any weapon in the unit Interceptor is very good, too good for the points. 48 inch interceptor bubble on Missiles or Las Cannons is brutal and can be devastating. If you have a single ouflanking unit of landspeeders, they are gonna have a bad time if your opponent has a heavy support team, cuase not taking that 5 point augury scanner is going to be a big no-no. But otherwise I agree, they've made them much too strong and accessible for the points. I’m in agreement with it being a balancing factor, mainly from the perspective of infantry vs vehicles. Heavy support squads are so fragile for their points cost, now you have a reason to take them (ie protection from reserves). It forces you to make more of a choice about your heavy support slots. Look at how many points you have to pay for a lascannons support squad, the change to the augury scanner (IMHO) takes them from overcosted to viable. And also do regular Warlord Titans Arioch Power claws get the built in vulcan mega bolter like the psi titan does or not?
