Finding Psykers

So, I know the ordos hunt rogue psykers. Who tracks them before it gets to that point? The Imperium has a lot of use for sanctioned psykers, most of these seem to be trained from childhood. So who finds psykers to send to be trained? Administratum, or maybe Scholams? Or if a kid is suspected of being a latent psyker do they just call the inquisition directly? Seems like there should be a system in place below Inquisitor for Psykers who haven't yet manifested power, what is it?

At the top level, the Black Ships – i.e. the Inquisition. However, I imagine that on a local level it's usually the Imperial Commander (i.e. the Planetary Governor or equivalent) who has the duty of identifying and rounding them up. This probably varies from world to world – electoos, census, or classic torches and pitchforks(!)

As Apologist said, it varies world to world.  The fear of the witch is a central part of Imperial culture, so to my mind it would be harder to find people outside of direct blood relation who would not report suspected psykers to the authorities, or take matters into their own hands.

Iirc, there is the standard psykana test on a lot of worlds that is designed to pick up a lot of them. Doesnt get the latent psykers unless they take the test after they show signs but it picks up the obvious ones that arent latent.

I imagine itd be a standard test implemented by scholams. Just another test to take at school and some kids disappear from afterwards.

As said, it's up to local governors as a critical part of the Imperial Tithe. The Arbites are sometimes involved too, and (if they have sufficient presence) may hold a world's psykers in a secure Adeptus facility until a Black Ship does the rounds.

Yeah it works mostly by the local population and their fear of psyker. It's definitely not a flawless system considering there are plenty planets having to fight with chaos and genestealer cults who usually have at least some psychically gifted members but it works well enough for the black ships to provide all the psyker needed for the golden throne and Grey Knight recruiting on top of all the ones they just execute for one reason or another.
