Meticulous Uprising Question

This may be an obvious answer but I just wanted to double check. Meticulous Uprising can only be used once per turn correct?

Correct. You can't use a stratagem again in the same phase and Cult Ambush is done at the end of the movement phase.

This is true for Matched Play. Open or Narrative or whatever it's called does not have the rule of only using a strategem once per turn

As of Big FAQ 2 it can basically be used twice in matched play, once on turn 2 and once on turn 3

Well, you can use Return to the Shadows on a unit, then Meticulous Uprising it back in past turn 3.
