Looking for a phrase / book - mentioning “democracy”

Anyone know which book I might find a phrase that went something along the lines of “the most dangerous of governments - democracy”. Or something to that effect?

 

I remember reading it and it’s bothering me that I now can’t remember which book it was from.

I think it was in Fulgrim (this human-xeno alience that IH fought with little success) or some early HH novel. I remember it too, though democracy was described as "abomination".

No, not Fulgrim unless I have some new PC edited version lol.

I don't know which book it was, but I can narrow the search a tad: I just did a quick ctrl-f search, and it's not from any of the first 18 HH books :p (I don't remember it from the series as a whole. My memory is far from perfect, but I'd hazard that it's probably not from HH).

It wasn't in a Black Library book. It was in one of the Forge World/Imperial Armour Badab War books.
