I don't think it exists yet as an STC.

 

However the rules let you make it anyway.

Which source states this? Also, mistakes, unreliable records and narrators, as well as FW being willing to change up most things that aren't fundamental, and ignore other parts of the lore, there's no real correct answer to this, other than whatever the source you have to hand tells you is correct, only in the context of this source, subject to newer narratives usually superceding older sources.

Also, the HH books don’t contradict it just because they don’t mention them by name. But the fact that it’s been part of the lore for years to have them not mentioned here is sad.

Imperial armour and the codexes are pretty much, 100% unreliable. They're all written with bias and from the point of view of someone in the 41st millennium

*some* of what is in them is unreliable. Codices have two kids of writing inside, the speculative (which is says is speculative, with “some say” etc., and the definitive). But so are the black books.

 

Regardless, for the last decade Baals have existed since the early great crusade.

It's all unreliable in terms of history, have you never seen conflicting sources of canon between a codex (especially marine one) and a novel? Until there's a black book or novel that says when they found it, then there's only speculations.
