As they are not INFANTRY, yes they can, but they are required to have all of their models on/in the terrain, and all of them at least 50% obscured. It's just that infantry has it a LOT easier since they don't have to be 50% obscured in addition to being in/on the ruins. You can find the rule in the core rules page 248. Panzer Posted May 5, 2019 Share Posted May 5, 2019 Nah, it's that only Infantry and units with FLY can get deployed or move on the upper floors of ruins. Every non-infantry unit without FLY has to stick to ground level in ruins. But that's it.
