Understanding Mont'ka . help needed.

Here are the rules from the codex:

Once per battle, at the beginning of
your turn, a single COMMANDER from
your army can declare either Kauyon
or Mont’ka:

Mont’ka: Friendly <SEPT> units within 6"
of the COMMANDER can both Advance
and shoot as if they hadn’t moved this turn

 

Here is what I understand:

1. I declare mont'ka at beginning of my turn

2. I move normaly, eventually with an advance.

3. as mont'ka say "can advance if they hadn't move" I can advance once again (free additional advance then)

4. In shooting phase, I shoot as if those units didn't move at all.

 

Am I correct? Some of my friends understand this as "I can only shoot as If I didn't move", with NO additional/free advance.

 

What is the "consensus"? Is there a faq or something that clarify mont'ka?

No you don't get a free advance. The only thing this does is let units shoot with rapid fire and heavy weapons even if they advanced, and with assault weapons without hit-penalty if they advanced. Nothing there says that you can advance again.

What @sfPanzer said. Mont'Ka removes the negative effects of moving (with or without an Advance), so you can fire all guns without penalties.

 

Effectively, "both" is used as a conjunction, with "and" separating the clauses. Note going Vior'la already grants you part of this.
