The Black Legion books themselves have mentions of AL being in the Eye, and Khayon finds one warrior of the XXth among Daravek's army during the defence of the Vengeful Spirit. Besides, if they had such numbers, how come they haven't used them? Considering they've been declared wiped out at least three times, they pointedly mostly avoided the Eye in lore that discusses the matter with repeated mentions of realspace bases, and they're infamous for their discipline... Yes, they're disciplined. However, they're also organized in cells, and don't provide information that isn't necessary. When Alpharius turned traitor, do you really expect he told his Legion "hey guys, so I met these xenos, and they showed me the future, so as of now we're working against the Emperor to work for the Emperor, by siding with Chaos so we can defeat Chaos. Any questions?" Secondly, the main source of lore about them having bases outside the Eye is written in a way that most of the info on the Alpha Legion is from an Inquisitor that later in the same article is revealed to be an Alpha Legion agent.
