Planning White Scars, plea for advice! :)

If you do Mark 3 and want to stay in line with the White Scar themes, a cool avenue of approach would be a mechanized assault group. Mark 3 Legionaries with bolters and combat blades in sections of 30 in Rhinos with Heavy Bolters. An elite detachment of Ebon Keshig in a Mark2b Phobos Land Raider escorting the Commander, and add Jetbikes to taste. Maybe go light on dreadnaughts, since they would have difficulty keeping open with an armored column moving in open country. An assault gun section of 2-3 vindicator with siege shields could give you a cool Siege of Terra theme. A rapid reaction force moving against traitor breakthroughs.

I'll counter the others slightly and instead ask what you want out of your scars.

I began mine with a fairly classical tacticals-in-rhinos set-up, but that was never what drew me to the Scars. Instead, I know run a lot of Jetbikes (Prohibitively expensive, believe you me, I know!), because it's really the mounted archer-style of an all-mounted Chogorian Brotherhood that I want to play. And the dong-bikes look spectacular.

On the armour marks, the V. were very elusive, infrequently and opportunistically resupplied, so anything goes, but older marks are probably preferable, even if I mainly use Mk. 4 on the Jetbikes, with sergeants ("Dharga", in Korchin I believe) and other veterans tending to mk. II and III.

In Scars, Shiban wears Mk III.  So there.  It was developed early enough that the White Scars certainly would've had it, even if their faster units would have preferred Mk II.  Not your fault it's not easily available anymore.

 

The only problem is that bikes or jetbikes other than Shamshirs come with Mk IV, and Shamshir jetbikes don't look easily convertible to Scimitar weapons.  But it's probably easier and cheaper to do that than to buy Scimitars and swap out the riders.  Don't feel obligated to use bikes, though. 

 

The Kyzagan's Mk II riders will work fine alongside Mk III.  I'm also a big fan of mixing in Mk V parts with Mks II and III.
