So the way that I am personnaly reading these consul entries, when it comes to armour like this, is it's just telling you the type of terminator armour they have to take. A centurian may be ukpgraded to a specific consul for the points listed. It then gains the equipment and special rules attributed to that particular consul. In the case of the Primus Nullificator, it's not sayin that it gets terminator armour and that's it, it's saying it's a centurian in Cataphractii Terminator armour and that's the only option in regards to armour for it. As such, it gets the combi-bolter and power weapon (still of your choice) PLUS the aether-shock maul because it was included in the upgrade straight and not through weapon option upgrade.

It's like the may not take lists for other consuls. They still retain all options aside from those on the may not list. This time, the may not list is so all encompassing, it's actually easier to say, it has this and only this. It still retains all options for what it's given, it just loses all other choices not belonging to that specific item.

 

That's my take on it at least.

 

And I wouldn't be surprised if they errata the maul to replace the power weapon like they did with the chaplain consul.

In my opinion he only exchanges his pa for cataphractii and gets his volte maul. Means he still has his bolt pistol and chainsword (not mentioning grenades) which he can exchange for other PA options because nowhere does it says he looses them. That's RAW.
