The wings of vengeance starter box comes with 88 points each of orks/imperials - which can easily be boosted to 100 pts by using upgrades. The Rynns world campaign book has scenarios for 50pts up to 250 pts (most scenarios are 100-200pts). So, points wise you can build an army of medium size (~125pts) with just the starter + one (or two) additional boxes. From my experience so far I'd suggest a minimum of 2 planes per side. What mithrilforge said above about suggested board sizes is right too.
