Small homegrown rule in light of CA and legends

The rhino primaris pays 22ppm (cost of two plasma guns) for the twin plasma gun as there is no listing anywhere for this gun in either book and index imperium 1 is now defunct. Sound fair?

 

Also we use the rhino primaris chapter approved cost of 70ppm or the 58 ppm for the tank itself from legends?

 

I guess this is more of a clarification then a house rule posting of proper repute but I feel this was the best place to ask this question which I have.

 

These are my babies, they are my calling card and signature HQ's if I can't field them then life has lost a lot of sunshine in my day. Please send help.

I believe you would unfortunately use the legends prices...
