The FAQs states for various weapons (including the shock attack gun - https://www.warhammer-community.com/wp-content/uploads/2019/04/warhammer_40000_orks_en.pdf - 1st page, 2nd entry) that you roll the strength when you chose the unit to shoot.  Due to the order in which shooting occurs (see main rules), this occurs prior to choosing targets.  The Chaos Space Marine FAQ says the same for Chaos Obliterators, which have random strength and AP (https://www.warhammer-community.com/wp-content/uploads/2019/05/warhammer_40000_chaos_space_marines_en.pdf - 1st page, bottom of 1st collumn).

 

Note, the FAQs deal with this on a weapon-by-weapon basis - there may well be weapons with variable stats that aren't named in any FAQ.  Certainly, none of the weapons whose only variable is the number of attacks (so flamers and other weapons that formerly had templates) have been FAQed in this way.
