I think this thread is too old to add a reply to, but I’d like to ask a related question—how about command squads? So, legion-specific terminator squads for Sons of Horus, Death Guard, and Salamanders have the “Favored of _____” special rule allowing them to be taken “as a command squad” for the appropriate primarch. Does this mean they technically fill an HQ slot for the purpose of the crusade army list’s required 1 HQ? The wording is tricky... in the case of Deathshroud, it appears that they would most definitely bc it says “in addition to being HQ or elites”, with Justaerin it’s less clear since it doesn’t state that.

The in addition to being part is the fact they can be any of the 3 choices.

The best answer for you would be in the new FAQ under command squads....

 

A single Legion Command Squad may be chosen as a retinue for a Legion Praetor, Primarch, or Legion special character with the Master of the Legion special rule which is also your Army’s Warlord. They may not be taken as part of an army on their own, instead sharing a Force Organisation chart choice with the Warlord they are selected for, nor do they add to the points of a Primarch when determining Lords of War and the 25% rule.

 

Basically the last part of that rule is relevant to the retinue ruled units. As obviously they can be taken on their own. And no, they don't count toward compulsory HQ choices.

Deathshroud terminators are the only unique terminator variant that can be taken as an HQ choice. A command squad is only ever taken as a retinue for another HQ/LoW choice, so everyone else has to have an HQ/LoW choice (Praetor, Delegatus, Herald, Primarch, named character, etc...) To go with.

 

Deathshroud are definitely the exception to this though
