Help building a Primaris (Phobos) Raptors list?

Phobos stuff - especially snipers - are phenomenal for support lists. I've run my Raven Guard - Shadowspear, plus 5 Reivers, plus 3 Shadowspear Eliminators - once. In just that game, they showcased what's fun about Phobos models. All those deployment tricks make for good sniper/harassment lists, and they're tough enough they make good objective holders. However, what you gain in playing the objective, you lose in direct combat - they're a scalpel, not a hammer. Most Phobos units can't really hold their own in open warfare. They're good at gunline, they're good at objectives, they're good at sniping... they're terrible at melee, overall. Even Reivers, the dedicated melee unit, have trouble with anything bigger than a basic MEQ. That can be mitigated with a Lieutenant - 4+ to wound vs. MEQs is only okay without that re-roll - but they still suffer. The Captain is phenomenal - at harassment and character killing. He's good, really good, if you run him next to some Eliminators, since they have the same general role. Keep the Librarian toward the front of the battle where he can do the most damage, or have him buffing something. Make sure he has Shadowstep - the ability to re-deepstrike himself or any other Character next to him is very powerful. If you expect him to get into melee with something - which you should, he's the best Phobos melee unit bar none - run the spell which gives him bonuses off of Leadership. Gives him S9, I believe, and AP-4 unless he's hitting something with Ld9 or higher. At least, that's what I ran for him. My list also contains a Shrike, which is off-limits for you as a Raptors player, but worth mentioning - Shrike is a melee beast. 7 attacks on the charge, re-rolls everything. That's insane, and I love it, and he's the single best Phobos model out right now.

Start with 1 Phobos Librarian and 3x3 Primaris Eliminators with bolt sniper rifles, those are the cream of the crop Phobos units. The Eliminators are so good people take a Spearhead detachment just to get them. Troops are pretty pricey either way, I think 3x5 Incursors tax is the cheapest way to go about it but I think I've seen a winning RG list use 2x5 Infiltrators alongside Scouts so they might be more useful.

I find that playing a pure Phobos list has its merits and also a few must includes and that's been said by Dracos, Zephaniah. You are going to find yourself using alot of movement shennanigans and strategems that will make your opponent think about what they want to try to take in regards to objectives. Boobytrapping is fun. You are going to have an interesting time on fighting against armor or anything  with T5+ with invul. Just remember to try and enjoy your turn two doctrine and that you will have a time with using CP. Ex tenebris LTs are your friend and Kordivari Captains are fun on turn two. Oh and don't forget smoke em if you got em.
