Looks pretty solid to me, one thing I would probably change is to hide 2 swords or even better axes in plasma veteran squads. Each one is 4 attacks on WS5 on the charge so your squad can still be quite deadly even with only few members alive.

I wouldn't count on lightning claw killing sergeants clad in artificer armour. It can work but so can any other weapon without unwieldy. On the charge with a claw against regular Ws4 sarge it's only 24% chance.

Honestly it looks pretty solid, and the few things I'd question are gonna be purely at the discretion of your local community.  First and foremost... maybe some melta bombs on those vet squads?  They'll be a terror to a lot of armor that way, even on the Weapon Master squads.  If you need points, the armored ceramite on the Venator looks like an easy enough cut.

That said: I'm usually one of the sorts who says 'leverage the few natural advantages the Sons of Horus get' thus tend to go for quick and worse weapons (Power swords, Chain swords, chain axes in my Reavers) to get the most out of Merciless Killers, but those lightning claws are pretty pricey compared to even a power sword.  That, and the rest of the squad is decked out to take down things like Terminators and Artificer/scimitar armored squads, and given claws are specialist weapons they don't even get the extra attack. Sneaking in axes or a sergeant with a power fist does seem to be a good idea as they're liable to be close to that kind of danger.

Thank you for the suggestions and I've taken the chance to modify the list slightly. The combi-plasma veterans now have 2 power axes, their rhinos no longer have multi meltas, and their sergeants now have powerfists. As well the venator exchanged its ceramite for auxiliary drive
