As the base is definitively less than an inch, a model in base contact with a model in base contact with on a 25mm base is able to fight, whereas if the front model was 32, you'd need to offset them slightly. to be within an inch. They were introduced in Warcry for models that are in the in-between of "normal human" and "huge human", and then were used in the Blood of the Phoenix box for the Howling Banshees and Incubi. Repentia, being Amazons on 32mm in their Power Armour, and are now outside of armour, are on 28mm because of that.
