Disclaimer, I am new to warhammer 40k, and the GK army specifically. So after conferring with a GW employee (to get his opinion on my GK list) who was my Dark Angel tutor he said you can't have more than one squad casting the same ability. So by his logic, if I have two strike squads, they can't have both the same ability (let's assume it's hammer-hand). What makes this even more stranger, is that another GK player confirmed what he said. Does any of this sound right to you, because it sure as hell doesn't for me.

The GW staff member was refering to Matched Play games. If you play other games modes, then there are no restrictions.

Fairly odd he decided to mention that in a casual game scenario. This begs the question though: If this was a matched game, and one ability fails to cast (not enough warp charge) could the same ability be attempted to be manifested again in the same round as it technically failed and hence doesn't count?

No, you only get one attempt at casting the power. The number of units that can know the power is technically as many as you want. It's generally a good idea to have some units that know the same power, usually the important ones that you need i.e. Gate of Infinity, Sanctuary etc.

For clarification: this does NOT apply to Smite and our Smite never increases in difficulty due to number of casts, so you can always cast something (if in range). Also, in NARRATIVE games you can cast your powers multiple times.
