A Techmarine cannot take a Conversion Beamer unless you're using Legends rules. Unless otherwise stated, the Legends document has replaced the Index ruleset. They might release rules for a "Razorback Infrector" (or some other silly name) in the next Imperial Armour book maybe since Forge World is the one that makes the kit?
