From the Great Crusade to the Psychic Awakening, the Imperium has never mounted an attack on the only Major Craftworld stuck next to the Eye of Terror since forever. Why don't they?

 

Why didn't Horus simply sent as many Loyalist as possible to attack Ulthwé which will get a response from other Eldar groups before starting his Heresy? (It would definitely kill a lot of Marines, Guardsmen, Skitarii and Titans, destroy invaluable ships as well as kill one or multiple Primarch while destroying Ulthwé, pleasing the Dark Gods)

The galaxy is a SUPER big place, keep in mind. While Ulthwé is stuck near the Eye of Terror, there's still a lot of empty space in which a spaceship can hide itself and completely evade any hostile attackers, especially with the foresight granted by the Farseers. The way I see it, Ulthwé hasn't been invaded because they've simply never been able to find it.

Because despite what McNeil thinks, during the Great Crusade the Craftworlds were very much on the defensive. They were still reeling from the calamity of the Fall. It's not exactly like they're broadcasting their position to everyone. They're a ship the size of a small planetoid, hiding in the deep void. Unless you're very, very lucky, you ain't finding them.

Strange considering the many times Chaos has invaded Ulthwé throughout its history. Daemons could have told Horus Uthlwe's location and he then gives it to Lion, Guilliman and other Loyalist Primarchs (Raven Guard and Salamanders can be sent to Ulthwé without any problems)

 

The destruction of Ulthwé along with FOUR Primarchs/Legions as well as countless Guardsmen, Skitarii and Titans would have sealed Horus' victory in the Heresy. Space Wolves and White Scars would be occupied dealing with Eldar reprisals. Iron Hands wiped out at Isstvan V. Blood Angels don't make it to Terra, instead bogged down by Night Lords and Alpha Legion

 

The Imperial Fists would be shattered before Beta-Garmon. They wouldn't last long in the Solar War or Siege of Terra. Horus wins easily

Again, back then Ulthwé didn't matter. None of the Craftworlds did. They were refugee boats filled with mentally and psychically traumatised refugees still coping with one of the largest societal collapses ever. One Legion would have been overkill at this point in time, let alone thinking it'd hold up the combined forces of the Ultramarines, Dark Angels, Raven Guard, and Salamanders. Chaos didn't care about it because they were literal dregs, compared to humanity. The Chaos Gods had other things to worry about.

 

Hell, in modern times, when the Craftworlds have had time to recover, an invasion by a single Chapter is enough to seriously mess a decent-sized Craftworld up. Back before the Aspect Temples had been fully established? Just sending the Salamanders, the smallest Legion, would have been enough to ruin Ulthwé easily.
