YMMV based on house rules your gaming group may have. Never. Because Dark Angels don't have actual rules for successors, despite what the codex says. If the shoulders and banners have the Dark Angel chapter insignia then they can be played as normal Dark Angels, no need to be successors. Lore-wise, I don't think that would ever happen that a chapter would do such a thing, it'd be a successor. However, in general for the actual game, most people would be okay either way, as long as it is clear they're using DA rules or not as that would effect the use of named characters.
