I'm working on a commission and have to add snow to the bases. I have glass that I can use but it will not look the same as the snow on the base of models already in the client's collection. Does anyone know what technique was used to make this snow?

It has a very feint fuzz on the top. It is slightly off-white which makes me wonder if it's baking soda and PVA glue mixed together?

I repair seats and headliners and all the other fun stuff in used cars and trucks.  One of the repairs I do is cloth seat and headliner burns.  To me the pics look like someone might have used the flock for those repairs on the base because the flock has that "fuzzy" look to it that makes it blend in with headliner and seat material (except for the newer material that's being used now that I can't stand).

But anyway, there's a company that I order my flocks from - autocosmeticsonline.com  It would be in the velour repair section and you can get flocks in a lot of different colors including white and off white.  They sell different sizes of jars too, I think the smallest jar is under 5 bucks and could probably cover tons of bases before running out.  I've thought before that my flocks would make for some good basing material but never used any cause I don't do any grass or such on bases anymore.

With shipping the smallest jar would cost under $10,  I'm thinking the small jar is something like 2 or 3 dollars, but it's cheap enough I'd give it a try.

Looks a bit like the old terrible snow fluff GW used to sell, especially where the blood sits terribly on top and has hairs sticking up through it. If so its not baking soda which comes out much nicer. I have some lying around so you might know someone who has some.

If its your client can't you ask them or are they anonymous second hand models?

Here's a bad late night photo of my Trygon's base. He was on shelf for a few years so isn't clean and the base has been stained far from a clean white.

Definitely a similar product but the hairs on yours look bigger so maybe yours isn't the GW brand.

From my experience it doesn't come up as thick as in your photo but I just used one layer of PVA and didn't experiment with it so it could still be the same product.

The base I'm matching was an eBay commission so he has no way to find out what was used on the original models. He's been very understanding and easy to work with as I've had to figure out paint colors along the way as well.

I believe I figured it out, thanks to all that helped! I went with baking soda/PVA glue and then added Citadel Snow Flock. I got a very similar look although mine is very white right now. The original model has yellowed some, I'm guessing they didn't mix white paint into the baking soda. Overall I got an effect that's very close and my client is happy. I think the original model had 3/4mm white static grass flock as the Citadel is shorter but unless you are up close and looking for differences you'll never know.
