Building a Maelstrom deck

Slightly confused about the interaction between supplement rules and the codex.

If I'm running a White Scars army in a Maelstrom game and I'm building my objective deck.

Do I have access to the marine codex tactics all objectives and the white scars supplement tactical objectives?

They're both optional, so White Scars aren't barred from using the main codex objectives just because you're using the supplement.

Codex cards replace the 1-6 numbers, so you can't use cards of the same number. But the deck building rules in chapter approved state that you can't duplicate cards of the same name, not number so that's not so clear either.

Some chapter objectives duplicate ones from the main codex which implies intent that they not be mixable but one can't actually guess whether the deck building version of maelstrom was actually part of the codex supplement's design.

edit: I was too tired to check my book when I posted last night. I don't have the White Scars book but going off the Imperial Fists book, the supplement objectives aren't optional and replace the rulebook ones.

Chapter Approved states that you choose the cards from 'the pool available to your army' which is ambiguous.

But since both the supplement objectives and the main codex objectives have to replace the same 1-6 numbered cards to be used, I don't see how they can be in the same 'pool'. Its ambiguous enough that it could be ruled the other way in an FAQ but by the way the rules are written I think 1-6 cards have to be exclusive.
