If my apothecary gets back models at the end of the phase can I use his ability after redeploying a unit or on deep striking unit that has lost casualties to abilities such as auspex scan.

 

If so I could reduce charges by adding models closer

To the enemy. Both deepstriking and the apothecary ability both happen at the end of the movement phase

The unit is still deep striking. You would make the unit illegally placed in my opinion.

 

I disagree. You would legally set up the deep striking unit. After finishing that step, you have a separate end-of-movement ability which resurrects a wounded model and places it within 2" coherency. You decide to place it closer to the enemy. Now the far side of that model's base is within 6" of the charge target. 

 

"on a 4+ you can return one destroyed model from that unit to the battlefield with 1 wound remaining, placing it within 3" of this model and in unit coherency."
