Baking soda repelling my superglue

So... I'm trying to do a melted snow look for my Wolves' bases, since I don't really have the resources to do anything else interesting and/or new at this time. I'm specifically trying to use baking soda and superglue, as here:

The issue is, it keeps making weird little balls and reacting with the baking soda. Has anyone else dealt with this before?

I know some people use it, but it is too chemically reactive for liking.

Just the basic superglue. Generic stuff. Same stuff I use for models.
