"Use this Stratagem before the battle" only one-use?

There's any number of Stratagems that begin with, "Use this Stratagem before the battle."  They are usually some sort of buff to a unit, and the specific case I'm asking for is the new Psychic Awakening: War of the Spider's Contaminated Monstrosity (that you can pay CPs to give a Death Guard unit Disgustingly Resilient that don't normally have it, like a Leviathan Dreadnought).

 

Am I correct in understanding that it can only be used once, so only 1 unit can get that buff?

 

The logic being any single Stratagem can only be used once per phase, and I'm treating "treating before the battle" as like, a phase.  I really hope to be wrong so I can have multiple units get Disgustingly Resilient.  Thanks in advance.

Nope you can use them multiple times. "Befor the battle" is not a phase.

You can use those as many times as you want (and have CP and legal targets) unless it says that you can use it only once, like the Relic Stratagems for example.

You're right, I just remembered there are similar Stratagems SIMILAR to those BUT specify you can only use it once.
