This is kinda a weird question, but the newer rulebooks are written poorly compared to their older counterparts.

 

How many can you take?

 

I know for each HW slot you fill, you can take two lieutenants as a single HQ choice, but I'm not seeing the upper limit.

I miss the old system where it told you clearly "You need to take one, but after that you can have 1-3" kinda thing.

It’s the exact same thing. You can only have 3 of a unit unless it’s a Troop. Of course, this rule is currently more of a suggestion.

And only a suggestion for tournament play.

 

Realistically, I think people would look askance if you take more than two anyways. Well, more than two for every captain :lol:

I think what he's actually looking for is the FOC restriction, or in this edition the detachments.

You can find the detachments in the actual rulebook. Those tell you how many of a unit you can take. The most common is the Battalion detachment with a HQ restriction of 2-3. So in such a Battalion detachment you could take up to 6 Lieutenants (two for each slot).

If you're playing by the rule of 3, you can take the "Primaris Lieutenant" datasheet 3 times, which is 6 lieutenants. You could also take another 6 regular Lieutenants, and 6 Phobos Lieutenants. If the Indomitus lieutenant has his own datasheet, you could take 6 of him as well.
