In some cases I don't think they really need it. I tried out a game against a friend on TTS using new map structure and I literally couldn't kill his Chaos Lord on a Juggernaut before it just started tearing into stuff for the duration of the game. T5 3+/3++ regenerating d3 wounds a turn is hard as hell to crack without a clear line of fire and while I still won by objectives even my Grand Master swinging a Relic Sword just bounced clean off him. Characters are vulnerable in larger maps, but in patrol/incursion games with the smaller board size, it's really hard to get a clear shot on a durable character like a bike mount or custodes.

Surely outriders are vehicles, like land speeders. T5, W6 and only 2CP for a 3++ if you advance, otherwise just a 4++. Not bad for 60 points. And no explode IIRC.

Nope, not vehicles. Keywords = Biker, Primaris, Outrider Squad.

Land Speeders could make good screens, it all depends on how Line of Sight is working in this edition in terms of skimmer bases. I am not familiar enough with the rules yet. Although until there are more bike-mounted characters I don't think it is worth sacrificing the speed and mobility of a Land Speeder Squadron to protect characters.

If/when Bladeguard and Outriders get access to squad sizes of 3-6 rather than 3 fixed, they'll be a lot better at screening characters. Both units are pretty durable.

If you have an Impulsor or two full of melee units, they'll make very good screens for a bike chaplain. First the enemy would have to shoot down the vehicle, then also shoot down the troops inside, before they can even start on the T5/4++ chaplain.
