Block of Rubrics or Scarabs could survive for 2 turns minimum and for 2 CP that's a good chunk of secondary points, with a high likelihood to get the turn 3. Yes, as I recall there's a SM strat that lets a unit shoot as normal after performing an action. One can hope that TS will get similar, or sorcerors have it innate. I do know the Necrons have that ability. I really see that being an ability for Thousand Sons; something to the effect of ".... if committing to an action, this psyker can cast powers as normal for the turn...."
