Do Blood Angels have markings on their left knee?

 

My only frames of reference are the 8th ed. Codex (as shown in this forum, above) and an old box - showing an "honour badge" - see below:

Rarely, but i happens. If you search through the miniature range, you'll find some BA-scpecific sculpts that have those carved - BA Librarian in TDA, Corbulo, Sanguinor, some of the BA Assault Terminators, some of the DC.
As for the official GW painting, there is an Intercessor sergeant in the 8th ed codex on page 66.
In the artwork, there's obviously some too.

It's not prohibited in any way. I believe most people don't do that simply in order to keep squad designation clearly visible.

Systematically? No. Left shoulder is Chapter Icon; Right Shoulder is Company Badge; Right Knee is Squad Icon.

 

Campaign badges are traditionally worn on a greave, but could also be on the left knee. The image you share with the red drop on white field is likely a personal honour marking, and the marine has chosen to apply it to his knee. There's another model with one on his vambrace in the 2nd ed Angels of Death book.
