If you search through the miniature range, you'll find some BA-scpecific sculpts that have those carved - BA Librarian in TDA, Corbulo, Sanguinor, some of the BA Assault Terminators, some of the DC.As for the official GW painting, there is an Intercessor sergeant in the 8th ed codex on page 66. In the artwork, there's obviously some too.It's not prohibited in any way. No. Left shoulder is Chapter Icon; Right Shoulder is Company Badge; Right Knee is Squad Icon. Campaign badges are traditionally worn on a greave, but could also be on the left knee. The image you share with the red drop on white field is likely a personal honour marking, and the marine has chosen to apply it to his knee. There's another model with one on his vambrace in the 2nd ed Angels of Death book.
