Battlescribe is a little convoluted with the new update, it really made an effort to provide an eplicitly legal list. I had a lot of trouble finding the DW banner, but you actually have to make sure you have the chapter set to DA and not a sucessor before it shows up. I think this is correct, the restriction of 2 lieutenants per detachment would apply by keyword.
