If it is ignores negative modifiers then what you say about hitting on 2s due to the +1 to hit chapter tactic is amazing. If it just say ignores modifiers to hit, then wouldn't that mean it ignores the chapter tactic of +1? It does have to be activated in the shooting phase so while it gets around tangle foot you have to spend the cp before they use it. Use it on your Fangs etc T1 and then your melee units when you get into charge range. You do have to remember it in the shooting phase That said I like being able to charge through terrain with out the penalty, didn't even consider ignoring the other penalties in CC.
