I won't say it's the BEST army to put them in, but I like to put them in Inquisition armies. 

 

Inquisition armies, as opposed to Imperial armies that include Inquisitors attached as Agents are kinda weak right now. Attaching an Assassin to an Inquisition detachment helps put more meat into an army.

I think it depends on the Assassin you want to use as to what army would benefit the most and allow them to do the (relative) best. A Culexus would do more for an army without much psychic defence for example (Custodes spring to mind). As noted, putting them in an Inquisitorial list is good for lore (and arguably they can do so little any Assassin would fill a gap...).

 

I've used my Vindicare with my Guard several times albeit not recently and he was decent for some targetted work. An Eversor would offer some nice punch to the army too but some consideration is needed for how shooty the game is. I think the Callidus is probably the most useable for armies with her ability to cause mischief.

Several armies in 9th seem to make good use of 2nd tier buffing characters such as Chief Apothecaries, Foul Blightspawn etc. A Vindicare assassin might be pretty good these days for stripping out these buffs.

 

A Culexus in a Space Marine army with a Libby carrying the Reliquary of Gathalmor is a hilarious combo against any army with psykers. -3 to cast any psychic powers if they are in range of both effects and each time they fail to cast a power, on a 4+ they take D3 Mortal Wounds. Against Thousand Sons or Grey Knights, enemy psykers would be popping like popcorn. :biggrin.: Admittedly it wound't do very much against Necrons or Tau but you can't have everything.
