Stasis Bomb clarification

Hey brothers, a question about stasis bomb shenanigans.

Rules say to pick a unit the dark talon flew over in the movement phase.

Would it be able to drop a bomb on any character or unit in combat? It’s not the shooting phase, so you aren’t trying to “target” a unit or character.

Well, I don't have the book already, but , since it's meant to prevent falling back, I'd say the bomb can pick targets in combat,

Stasis Bomb: once per game, in your movement phase, after this model makes a normal move or advances, you can select one enemy unit this model moved across as part of that move. If you do, the selected unit suffers D3 mortal wounds and is caught in stasis until the start of your next turn. While a unit(excluding vehicle and monster units) is caught in stasis, it cannot fall back.

The stasis bomb is not a shooting attack, its an ability. Therefore, unless specified (which it isn't) you can target units in engagement range.

Thanks for the responses all. I don’t think it’s broken, just trying to see all possibilities and keep flexible with options.
