Chaplain embarked in a transport and cast litany?

If I have a Chaplain and another squad embarked in a transport can it cast a litany on the on the squad?

Page 210 of the BRB discusses embarked units.

2nd paragraph under EMBARK says...

 

"Units cannot normally do anything or be affected in any way while they are embarked.  Unless specifically stated, abilities have no effect on units while they are embarked..."

 

So unless the litany says different, the chaplain can't cast and the unit can't benefit.

No, but you can use the stratagem 'Commanding Oratory' to cast a single litany after the Chaplain and target unit have disembarked.

Like Cruor said he can pop a litany with commanding oratory strat after getting out of the transport and if he is a master of sanctity it will only cost 1 cp

Only if he is also a Wise Orator, and that costs 1CP to give unless he's your Warlord. But if you plan to use Commanding Oratory even once that makes it worth it...!

It can also work if he is a “hero of the chapter” which is completely worth the 1CP

Sorry I was unclear, that's what I meant! Wise Orator trait via 'Hero of the Chapter' for 1CP, always worth it if you plan to use Commanding Oratory.
