Lowered points for Land Raiders make them viable?

Today in Warhammer Community the article on point drops says Land Raiders drop to 265 points full equip; nice drop, but still a steep price. So the question for those who are more or less in the groove is a simple one:

Land Raiders were overpriced and underpowered in 8th. 9th made them worse as they are not CORE so miss out on most rerolls. If they had been balanced in 8th, a 20 point reduction would just about make up for the loss of CORE. As it stands they would need to come down at least another 20-30 to make them viable.
