I currently have a Librarian. I use him supporting an Aggressor unit that's forward moving. He carries a 6+ FNP relic (salamanders). I already have a chief apothecary supporting a different squad of aggressors.

 

Lately I've been feeling like the Librarian powers aren't as impactful and maybe a chaplain (for litany of hate) or a LT (for the wound aura) might be better.

 

This is compounded in the new CA as keeping him puts me 10 points over budget with the changes, so weighing up whether to make the cut.

 

How are y'all using librarians?

I had been using him with the Tome of Malcador, tucked in between a couple of my tanks to give out a 5++ from Psychic Fortress while also using Psysteel and Reforge...but today's FAQ has officially put paid to that idea.  I'll be doing a review, but I do still think that Technomancy works well enough for my vehicle-heavy army to keep it in.

Primaris Chaplain on bike looks solid and can pack a variety of useful canticles in there. Not quite as powerful as some psychic powers but more reliable (especially with Master Orator) and cannot be denied.

The other HQ in the Battalion is a bike chaplain with wise orator. Love it as a model and a game piece.

 

If I dropped the Librarian - the chaplain would be a regular ol dude with no MoS

I always take a Librarian, just one deny the witch can be a game changer. Have you considered taking a Captain?

I have 85 points. I could sacrifice heavy melta rifles for another 30.

 

It would change the role of the piece. Flamerstorm aggressors like the captain aura in combat but have no use for it shooting. He would end up more defensive with the eradicators. Not wrong, just different.

Chapter Champion for 70 points, capable of giving out a re-roll charge aura so potentially good for your Aggressors. Then use the remaining 15 to bequeath a few of your sergeants with gifts from the armoury. 

 

If it has to be a HQ (i.e you can't squeeze the list into a different type of detachment) then a Lieutenant is probably the best bang for your buck.

Agreed. If you can scrape together an extra 5 points then the Primaris Lt with Storm Shield and Neovolkite is probably the best build as most LTs don't have access to an Invulnerable save.

Primaris Techmarine or Techmarine can both be solid choices. I’d give him Artificier Armour or the Armour Indomitus for the an invul save. You’re playing Sallies, so I’d give him the +2 strength WLT which pairs pretty nicely with the axe. My two cents mind you, you may get better mileage from another choice,suppose it depends on your play style really. Also if you don’t have any vehicles at all you probably won’t want to take him, but if you’ve got a couple of key vehicles, especially dreadnought, he’s solid.

A SM army has 3 HQ's or Character Types in 8th and onwards:
Commander (Captain/ChapterMaster)

Secondary (Lieutenant) 

Niche Support (Techmarine/Libby/Chappy)
 

Then individual chapters can have additional units of these types: 
Wolfgaurd Battle Leaders (admittedly just Lieutenants)

DAngel Speciality Wing Lieutenants 
Sanguinary Priests 
Wolf Priests


And then certain SC more niche like Telion and Chronus (which EChampion falls under). Now some of these are better than others, the Niches one tend to require you build around them for them to work properly. The Commander class is just something to have for rerolls and otherwise nice beater and counter assault. The real question is lieutenant or a niche support. I have been doing EChampion, Marshall and Grimaldus recently. But EChampion could be a lieutenant or even another Chaplain. It all depends on preferences and how you built your list.

I will note a nice thing about Special Characters is they don't tend to need additional CP investment.

Yeah that Lieutenant is really good in a Salamanders lists. He basically has a 2+ vs most small arms which is nice.

I run either a Primaris Chaplain, or a Primaris Techmarine. If you've got at least 2 vehicles, maybe even dreads, tossing a +1 to hit on one a turn is never terrible. 80pts, and 100 if you want flat 3 healing instead of d3. Decent stats too, nothing crazy but can remove a couple of Intercessors if needed in shooting or melee
