I've been looking for something similar, I don't want to base 100 guardsmen individually. From what I've found there are some 3d printed stuff you can get/make but there's usually only like 5 unique bases for a single size. For cobblestone or tiles it can work since they're repetitive, but organic rubble will look weird when there's duplicates in some squads let alone an army. They might have scatter terrain or the like to add in variety though.

 

When I'm building HW squads and want rubble, I've usually used the old sand (irregular not fine) and glue method, then adding in some broken up tank bits. Some might be a little big for the smaller bases, but should be decent for terminator and larger bases. Ive found if you add that to some cut up sprues for girders and the like and you keep a good variety without having to shell out.

For my Blood Angels I got a rolling pin from Green Stuff World that has a cobblestone pattern. You smush some green stuff onto the base then roll the roller over it and you get a nice pattern. Then I’d just paint them grey and shade them and they looked great.

 

To be clear regarding the rubble, I’m just looking for bits to glue to bases, not entire bases.

I'm not aware of any kits (although the various scale model manufacturers will do brick kits, etc), but one approach you could take is to pour out some plaster in a thin sheet, and then shatter it with a hammer (watching out for flying bits), which should give you a reasonable "concrete rubble" texture for not much effort. :smile.:

 

I'm sure someone will likely sell silicone moulds, too...

Anvil industries have some nice resin greebles for decorating bases, but delivery times are a bit up in the air at the moment.

Assuming you don't have access to a 3d printer (there's a bunch of gothic ruins terrain and toppers you could cut up for bits) you could always buy pre-printed ones and chop them up manually to make basing bits, e.g. like this one

 

You could of course do the same with GW terrain kits, but that's kinda an expensive option...
