No. Strategic Reserves is a way to pay command points to put stuff in reserves that don't have rules for it based on power level. 1-9 power level is 1cp, 10-19 2cp, 20-29 is 3cp etc... So you can put Morty in reserves now.

 

There is other rules to it, like they count as having moved the turn they arrived, 6" from board edge only, 9" away from enemy models, no first turn arrival, and other rules to it.

 

So terminators still get their teleport strike for free that just has to be more than 9" from opponent units.

For reference, in case you need it, the second paragraph of the section on Strategic Reserves clarifies that these rules do not apply to units that have other abilities that allow them to start the game somewhere other than the battlefield.  If you you deploy your terminators via teleport strike none of the Strategic Reserve deployment rules apply to them, so you receive neither the benefits nor the limitations outlined in the Strategic Reserve rules.  The only deployment rules that apply are the requirements of Teleport Strike from the Death Guard Codex (pg 63 in the English version).

 

As Ninja noted, you can Choose to place them in Strategic Reserve by paying the CP rather than declaring them as deploying via Teleport Strike.  You make this determination after picking deployment zones but before deploying units on the battlefield.
