40k Rubrics seem to be MKIV marines, and the 40k Scarabs are tartaros terminators, but I'm unsure about the big head crests on the rubrics.

 

Do you think they could be made for 30k with a head, weapon, back pack and shoulder pad swap?

I actually went the opposite way with the terminators, keeping the 30k legs:

I love the Rubrics for 30K! It is definitely on my to-do list when I finally get round to Thousand Sons and you could use them for both systems.

I'd have no problem with the headcrests either although you could use them to denote Sergeants.

Yep! A long while back I tried doing a Veteran Tactical squad based off of the Rubric kit. I just swapped out the Bolter, helmet and backpack for ones from the MKIV kit:

I contemplated doing something similar a few years, and while that project did not go far, when I built my Rubrics earlier this month I did do a squad with MkIV helmets and backpacks as well as MkIII helmets on a flamer squad. Both look fine to me so far.

 

Tartatus and Scarab Ocult Terminator heads also work fine on power armour bodies.
