Hi All,

I am wondering if a chaplain attempt to recite a litany in his command phase and fail the roll.

Does he still count has having recited a litany that turn? If not empyric declamation could be used as a fail safe to pass the litany after failing reciting it in command phase no?

There is nothing I can see that would stop you using the stratagem after a failed attempt. There is a specific rule regarding attempting to cast a Psychic Power more than once, there is no such rule regarding attempting to recite a litany.
No. You do not roll to see if you recite it or not. You recite the litany, and then roll to see if it was inspiring or not. So even if you failed to inspire, you still recited the litany and no chaplain can recite it again until your next Command phase.
