Am I understanding this correctly? If I use that strat, and the Vexilla I could deep-strike a unit within 3" of the enemy and (because of the strat), 9" away from the banner?

Teleport Homer says "wholly within 6" of Vexillus Praetor". It doesn't say anything about Aura range. I'm pretty sure Plant the Vexilla does nothing for that.

 

To clarify, you are deepstriking within range of model (Vexillus Praetor), not within the range of Vexilla Aura (ie.Custodes Vexilla Ability).
