Yeah it does seem like they want single-loadout squads more or less. Easier to make into boxes that way.

I think they feel it's easier to design units with single loadouts as well. I don't want to imply that those units are better balanced or try to pretend that it isn't a way to create churn in army lists, but units like fire dragons or eradicators always have had a clear purpose.

As someone who has been in the hobby for a long time, one of the most recurring discussions has been how to fix tactical marines (I started in 3rd edition and I can remember threads about it on GWs forums). I think the unit's flexibility always made it a bit more difficult to find that sweet spot with, whereas more specialized units like Grey Hunters, Bikers, Scouts, and terminators have had good runs where players were happy with them. Intercessors have more in common with the specialist units, and I don't think they will change them much.

I hear that. Ironically, 8th edition and the ability to split fire really increased the utility of many of the heavy weapons a Tac Squad can take.

I'm not a military person, but I had a suspicion and did the sort of research I'd do for designing a game. The legions and Primaris are similar to many modern platoon organizations (I had no idea there so many in use) where a rifle squad may have an underslung grenade launcher per fire team (two per squad), and a designated sharpshooter per fire team. Then there's a separate smaller, squad for the support (heavy) weapons; or its organized with the command squad as two fire teams. Three rifle squads, 1 command squad, 1 support squad for an average of 35 people. A deployment of two Battle Line squads, a Fire Support squad, a Lieutenant, Apothecary, Librarian/Chaplain, and Techmarine is a pretty even match up in terms of operational capability; albeit y'know Space Marines. It'd be about 1080 points (calculated with Intercessors, Hellblasters, and Primaris characters). Split the Battle Line squads into separate squads for detachment purposes and that's a battalion with about 400 or 900 points to play with (depending on game size), or drop the Librarian/Chaplain and you have a 1000 point army.

Yeah I agree that it is easier to make good rules for a unit with limited potential rulesets (if only they applied that idea to the codexes and supplements!)

Just did not bring that up because I thought it would start unnecessary debate over whether or not those units were "good" or not.
