Successor Chapters - clarification

If I want to run a Dark Angels successor using all of the rules from Codex Dark Angels (pages 42-48), but give my guys, say, Whirlwind of Rage and Born Heroes instead of Grim Resolve, can I? 

I can't see where I can't.

 

I understand that I wouldn't be allowed DA Relics as the DA Codex specifically precludes their use, but I feel like I'm wrong about this but can't see why...!

You are correct on both counts.

 

Dark Angels successor chapters can take Whirlwind of Rage and Born Heroes. In doing so they would lose access to Inner Circle and Jink, however, because those specifically require either Dark Angels or a successor with Inheritors of the Primarch.

 

Dark Angels successor chapters cannot use Dark Angels-specific relics unless you use that strategem to let you take one.
