You can only Combat Squad full sized squads. You would need the Sergeant, 7x bikes, and the Attack bike to Combat Squad.

Well there you go, learn something new every day. I'll have to remind our local TOs about it, as it hasn't been picked up before. 

Its a mystery to me why we havent seen expanded options and squad sizes for these

Probably because an Outrider Sergeant with a Master Crafted Thunder Hammer or Power Fist hits harder than a lot of characters do. Then again an Assault Centurion Sergeant with a Master Crafted Siege Drill also hits hard than a lot of characters do...

Probably because the multi-part kit is waiting for either a White Scars* or Ravenwing themed release slot and then we'll get a new data-sheet for them.

 

*Could be a new White Scars Supplement after the next Space Marine Codex

I have played a single game with Outriders in a WS army against a AL and I thought they fit in nice. What I experienced was, that people are very afraid of their speed and lots of attacks on the charge.
The army was, as mentioned, an AL army with a lot of shooting. My outriders was a very good a drawing away and absorbing enemy fire. I road them right in the middel of the field, frontal attack into a harvoc unit and while they did not delivery critical damage to his army or the harvoc, they allowed the rest of my army to take objective. Simply keeping the enemy occupied and preventing them claiming objectives is what I found them to be good at. Their twin bolter rifles were not bad either once closing in with bolter disipline...

 

 

White Scars “only” grants them Advance and Charge. So you can catch an opponent off guard by advancing them turn 1 and performing a 4” charge.

WS doctrine also allows them to fall back and charge in the same round... Very, very potential as the devastaing charge is activated again + shock assault gives the enemy something to worry about if you ask me... But I am a WS player...

 

I think the lack of primaris bike/jump pack units is a sign of GW wanting to keep relevant infantry models as the mainstay of space marines (as they are in the fluff). I think that's a good thing, specially with the new smaller boards.

 

Or maybe GW will release in the future bikes/jump pack for all elites/HQs and we will be again in a repeat of 5-7th edition...

If Outriders ever receive a full kit, with weapon options and increased max squad size, I could see them losing their special charge bonus (kind of like how Aggressors lost their shoot twice rule).
