I would guess that they're being repackaged similar to the Mark III and Mark IV Tactical Squads, but it seems odd that GW hasn’t said anything about them. Especially since Cataphractii terminators are in the inaugural battle box. I shouldn't have thought so. It's not like it appears they'll do anything with the MkIII or MkIV - ie. when it comes to compatibility with the new weapon packs. Fine for the conversion experienced who can just carve away the hands, but no good for new comers to the game. We definitely could do with more weapons options though. Currently even through FW there's no way to get Tartaros Thunder Hammers or Combi-Weapons (unless you scavenge I suppose). While I think the background says Indomitus was in use in limited numbers during the heresy, Tartaros and Cataphractii are very much the stars of that show. Personally I'm hoping we get a resized Indomitus kit for 40k instead one day. Heresy allows a soft 40k firstborn release - it might only need some chest plate/shoulder pad options to create a dual kit. It could even be backwards: heresy kit with resin terminator crux upgrade! This could happen but I really don’t expect it soon - so much else in the queue before it. GW loves new shines to sell def they are gonna do new terminators before rescaling Tartaros and Cataphractii same as we will see every other mark in plastic before new mark 3 and 4.
