When you can use psychic powers

Can a psyker stuck in melee use a power that is used instead of moving or shooting?

 

example, stuck in combat, use divinatory aegis?

Divinatory Aegis is "instead of making a shooting attack". 

If you wouldn't be able to make a shooting attack, you wouldn't be able to use the power.

seems to make telepathy much much better than all the others, and it was already better :/

In 8th edition Guard codex, they clarified that you didn't have to be able to do the thing you're 'insteading', for whatever that's worth.

In 30k not.

If you can't shoot (because you are in close conbst for example) you can't do stuff instead of shooting. Not saying that they won't change that in the future. I don't know. We will see.
