I base this on the rules for the other reserve manipulators having explicit language that require them to be on the table. We've hit another "NFI" point of RAI vs RAW with 2.0 (got its really just falling apart worse and worse haha). Geo-Locator Beacon and the MoS Strategic Comms specifically states the model must be on the board, where as the Exploratory Augur array doesn't which technically, to me anyway, is allowing it to assist while off the board.
